Why hasn't Pakistan joined the Hague Convention?

Pakistan has not ratified the 1961 Hague Apostille Convention. This creates a dual complexity: Pakistani documents going abroad cannot be apostilled (they must go through MOFA Pakistan + Embassy of destination country), and foreign documents coming into Pakistan cannot be apostilled for Pakistan recognition (they must go through Pakistani Embassy in the origin country).
